Disputes among neighbors often get extreme and could lead to one party moving away. It is smart to shower a disagreeable neighbor with kindness; you are more likely to recieve an answer to your grievances.
If you worry they in violation of any laws, make sure you do your research to figure out precisely what the local codes and rules are. You can get the city involved if they do not answer your requests.
The court and police should only be called in as a last hope and a mediator can oftentimes settle any conflicts. By keeping an open mind, you should be able to keep the peace with your neighbor.
